#  Texas House Bills Aim to Regulate Firearms and Improve Public Safety

As a firearms and firearms safety instructor, I believe it is important to stay informed about these proposed laws and understand how they may impact our communities. In this article, we will review the contents of each of these bills, describe their potential impact on public safety.

Overview of the Five House Bills: Key Points and Goals: Before we dive into the specific details of each House Bill, let's take a moment to summarize their key points and goals:

- [SB01184](/research/legislation/2023-02-24-88r-sb-1184-introduced-version-bill-text): This bill proposes the reporting of [mental health](/research/legislation/h-b-no-1441-a-bill-to-improve-school-safety-training-for-peace-officers "H.B. No. 1441: A Bill to Improve School Safety Training for Peace Officers ") and intellectual disability information with respect to certain children to the National Instant Criminal Background Check System for firearms.

This bill will help deter burglars from targeting vehicles that contain firearms and reduce the likelihood of stolen firearms being used in crimes.

SB01184: Reporting Mental Health and Intellectual Disability Information for Firearm Background Checks: SB01184 proposes the reporting of mental health and intellectual disability information with respect to certain children to the National Instant Criminal Background Check System for firearms. As firearms and firearms safety instructors, we know that mental health is a critical component of [responsible gun ownership](/learn-about-ltc/brandishing-vs-exhibiting-understanding-the-difference "Brandishing vs. Exhibiting: Understanding the Difference"). This bill will help ensure that individuals who are prohibited from owning firearms due to mental health or intellectual disability concerns are unable to obtain them.

HB02828: Issuing License to Carry a Handgun to Certain Active and Retired Judicial Officers: HB02828 proposes allowing certain active and retired judicial officers to be issued a license to carry a handgun in Texas. As firearms and firearms safety instructors, we understand the importance of responsible gun ownership and believe that those who are trained in [firearm safety](/concealed-carry-in-texas/mastering-pistol-draw-with-winter-gear "Mastering Pistol Draw with Winter Gear") should have the right to carry a handgun for self-defense. This bill will ensure that active and retired judicial officers who meet the requirements are able to carry a handgun for self-defense.

HB02833: Creating Criminal Offense for Unlawful Transfer of a Semiautomatic Rifle: HB02833 proposes creating a criminal offense for the unlawful transfer of a semiautomatic rifle. As firearms and firearms safety instructors, we know that firearms can be dangerous if they fall into the wrong hands. This bill will help ensure that firearms are not transferred to individuals who are prohibited from owning them or who may pose a danger to themselves or others.

HB02812: Providing School Safety Training for Employees of Private Religious Academies and Schools: HB02812 proposes the provision of school safety training to certain employees of a private religious academy or school who hold a license to carry a handgun. As firearms and firearms safety instructors, we understand the importance of ensuring that those who are responsible for the safety of our children are properly trained in firearms safety. This bill will help provide these individuals with the necessary training to respond to potentially dangerous situations and keep our schools safe.
