# HB 5014: A Victory for Special Forces Veterans in Texas

## Recognizing Special Forces Veterans
The bill amends Section 411.1845 of the Government Code, which defines a "special forces veteran" as an individual who has served for at least 12 consecutive months in one or more of the following positions:
- United States Army Special Forces
- United States Army 75th Ranger Regiment
- United States Navy SEALs
- United States Marine Corps (specifically, those who have served in combat control, pararescue, or as a sniper)
- United States Air Force (specifically, those who have served in combat control)
The bill also requires the [Texas Department of Public Safety](/concealed-carry-in-texas/use-of-force-continuum-in-texas "Use of Force Continuum in Texas") to include the designation "SPECIAL FORCES VETERAN" on the face of any original, duplicate, modified, or renewed license under Chapter 411.
## Exemption from Certain Laws
HB 5014 also amends Section 46.15(a) of the Penal Code, which exempts special forces veterans who hold a license to carry a handgun in Texas from certain laws related to carrying a weapon in public places.
Specifically, the bill excludes special forces veterans with a license to carry a handgun from being prohibited from carrying a weapon in:
- Establishments that serve the public
- Places of worship
- Schools and school zones
- Polling places on election day
## Implementation and Effectiveness
The bill requires the Texas Department of Public Safety to adopt rules necessary to implement Section 411.1845, which defines a special forces veteran, not later than December 1, 2025.
The change in [law](/research/legislation/hb-1506-licensing-eligibility-for-retired-county-court-judges "HB 1506: Licensing Eligibility for Retired County Court Judges") made by this Act applies only to offenses committed on or after January 1, 2026. An offense committed before January 1, 2026, is governed by the law in effect on the date the offense was committed.
